16, 2003 Deadline for covered entities to submit plan for attaining compliance with HIPAA regulations by October 16, 2003. Plan must include details about budgeting and reasons for non-compliance as of October 16, 2003. |

14, 2003 Covered entities must be in compliance with privacy regulations including designation of a privacy officer, staff training completed and policies and procedures in place. Covered entities must begin testing of electronic transactions and code sets. |

16, 2003 Covered entities must be in compliance with HIPAA regulations regarding electronic transactions and code sets. |
| April
14, 2004 Covered entities must have Business Associate Agreements in place with all business associates with whom protected health information is shared. |
